Preservation of coastal and ocean resources
and protection of the marine and coastal environment from
oil pollution is of high priority for Sri Lankal. The Marine
Pollution Prevention Authority (MPPA) is the National Authority
responsible for prevention, control, monitoring, mitigation,
and management of pollution in Sri Lankan waters, and restoration
of the damaged marine environment in Sri Lanka.

Our Mission
To establish the Marine Pollution Prevention
Authority as an agency with required skills, competence
& structure to prevent & control pollution and sustainably
manage the Marine Environment within Sri Lankan waters,
through, the enhancement of awareness, effective enforcement
of regulations & international conventions, co-ordination
& mobilization of resources & stake holders, to
offer a pleasant Marine Environment for the well being of
present and future generations.
Our Goals
To contribute to protect the marine environment
of Sri Lanka from ship-based and shore & off-shore based
pollution, conserve and enhance judicious exploitation of
her maritime resources.
Comply with international treaty obligations through promulgating
appropriate legislature locally and enforcing the laws and
regulations effectively
Long term focus and short term implementation priorities
- Complete the ongoing activities of institutional strengthening.
- Develop sound strategies to incorporate internationally
endorsed principle of "Polluter Pays" within the
national policy framework.
- Propose and promote an institutional structure to ensure
achieving objectives within the mandate of MPPA.
- Design a coordinated system to carry out inspections on
oil spill control equipment and procedures on board.
- Implement streamlined ship board waste reception service
- Regulate bunkering operations to minimise oil spills
- Be prepared to activate National Oil Spill Contingency
Plan (NOSCOP) in case of an oil spill accidents, when required.
- Promote awareness among ship owners, shipping agents,
and other in the sea trade and industry on legal provisions
of the MPPA and the national rules and regulations following
Sri Lanka's obligations, treaties, and agreements signed
and ratified.
- Promote awareness among the general public including school
children, on implications of marine poollution and the need
to protect our marine environment.
- Enhance the capacity, competencies and skills of the staff
of the MPPA in performing their functions to achieve the
corporate vision and objectives of the MPPA.
